Kathryn J.Davis, CCE President & Chief Executive Officer

With more than 20 years of financial services leadership experience, Kathryn brings an innovative approach to her role as President & Chief Executive Officer of BALANCE. Responsible for the vision and strategic direction of this nationwide non-profit, her expertise includes an extensive background in financial services, financial wellness, personal finance, and consumer financial empowerment through counseling and education.

Prior to joining BALANCE, she held a variety of executive management positions in the credit union industry, most recently as Senior Vice President of Xceed Financial Credit Union where she was responsible for strategy, corporate real estate, marketing, financial education, product development, people operations, organizational development, online services, and innovation.

Kathryn holds a B.A. from UC Riverside, M.A. from Chapman University, and received her Certified Chief Executive designation after completing studies at The Wharton School, University of Pennsylvania, Cornell University, and University of Virginia, The Darden School of Business.

A leader in the financial services industry, she has been honored with numerous awards from the Credit Union National Association, Marketing Association of Credit Unions, and the Credit Union Executive Society. In 2012 she was honored as the Marketing Executive of the Year and in 2011 selected for the Trailblazer Award.

Kathryn currently serves on the Homeownership SF Board of Directors, Compliance Advisory Committee for the National Foundation of Credit Counseling, Advisory Committee for Financial Empowerment in Credit Unions, is a past innovator with the i3 Filene program, and is a past Board Member and Secretary/Treasurer of the Credit Union National Association Marketing & Business Development Council.

As a financial services leader, she is focused on bottom line results, inspiring her teams, and is passionately committed to improving the landscape of financial literacy and wellness. Davis is a recognized industry expert and speaker on financial wellness, personal finance, consumer education, and women in leadership.

 

Rico Delgadillo, Vice President of Counseling Programs

Rico C. Delgadillo is a certified Credit and Housing Counselor by the National Foundation for Credit Counseling (NFCC). Rico has over 20 years of credit and housing counseling experience, serving both English and Spanish speaking communities. Rico joined our team as the Counseling Manager, was promoted to the Director of Counseling, and then promoted once again to the Director of Program Services. He is now the Vice President of Program Services, which includes overseeing all of the counseling and housing partnerships.

Before joining Consumer Credit Counseling Service of San Francisco, Rico held the position of Vice President and Chief Operating Officer for Consumer Credit Counseling Service of San Antonio. His vast knowledge comes from time spent in creditor relations, credit and housing counselor, and running a wide range of community service programs. He also served on several NFCC task force committees. Rico's management roles include being the Manager of Employee Development and Training, Director of Customer Service, Vice President of Customer Service and Operations, and Vice President and Chief Operating Officer.

Rico's true passion is directing high-quality, effective counseling programs and he brings his considerable energy and vision to our company.

 

Marco Chavarin, Vice President Development

Marco Chavarin, a nationally recognized industry expert in financial education, will oversee new local and national development activity for community relations, community education, and grants. He will also focus on product development and expansion of financial wellness initiatives for key stakeholders.

Chavarin was formerly the Financial Access and Education Manager for the San Francisco Treasurer’s Office of Financial Empowerment, where he focused on connecting low-income San Franciscans to financial products and education, as well as managing Bank on San Francisco and Payday Plus SF programs. Prior to that, he served as the Financial Services Manager for Earned Assets Resource Network (EARN). He is the recipient of multiple financial service awards and holds roles as a co-chair and board of director for several financial services and housing organizations.

Chavarin received his Bachelor of Science in Community and Regional Development from the University of California, Davis.

 

Darrell Christoff, Chief Information Officer

Darrell Christoff joins CCCS as CIO with more than 20 years of information technology experience. He has a successful track record helping companies adopt emerging technologies and implement standards, procedures, and processes that improve business functionality. He also brings to CCCS an extensive background in developing strategies for managed organizational growth and using technology to address and solve business issues.

Prior to joining the agency, he was CIO of Tri-City Health Center and has also served in technology leadership roles at Siemens, Alameda County Medical Center, and other San Francisco Bay Area companies. He received his Bachelor of Arts from Syracuse University.
